Local Governments Want Public Finance Management Act Amendment

Local government leaders are appealing to parliament to amend the Public Finance Management Act of 2015. They say this will address the challenge of return of unspent funds to the consolidated fund. The request was made by local government leaders during the commissioning of a 1.7 billion shillings Health Centre III in Kasenyi.

The Public Finance Management Act, 2015 provides that all unspent balances from Ministries, Departments, and Agencies be sent back to the Consolidated Fund by 30 June, before the start of every new financial year.

Speaking at the commissioning of a 1.7bn shillings Kasenyi Health center III, the Kakumiro district Chief administrative officer Andrew Mawejje, said that districts are finding it difficult to pay contractors whose money is returned to the consolidated fund.

The Kakumiro district Resident district commissioner Retired Maj. David Matovu, says there is need for districts to retain unspent money.

While commissioning Kasenyi Health center III the Prime Minister Robinah Nabbanja assured the contractors that parliament will soon sit to approve the supplementary budget so that the funds are sent back to the district.

The state minister for transport and Bugangaizi West legislator Hon. Fred Byamukama assured the locals of government’s continued commitment to quality and adequate service delivery. Residents are happy that government has fulfilled its promise of taking services closer to the people.
